The California High-Speed Rail Authority (Authority) is mandated to present an updated Business Plan to the Legislature on May 1, as per Public Utilities Code Section 185033. As part of this process, the Authority must also publish a draft Business Plan for public review and comment at least 60 days prior to submission. Business plans are published in even-numbered years.
These Business Plans provide a snapshot of the high-speed rail program’s status at a specific point in time and outline the Authority’s approach to implementing the system. They include a summary of progress over the past two years, a review of current challenges and potential solutions, updated capital cost and revenue estimates, as well as ridership forecasts. These documents serve as a valuable tool for stakeholders, policymakers, and the public to assess the progress of the high-speed rail program and provide feedback on its direction.
